WOLCOTT -- A man embroiled in two federal investigations has cleared himself of one potential claim: living in a house without a certificate of occupancy.
The same day as the Republican-American reported that Daniel Monteiro, owner of Villwell Builders, appeared to be living in a home without a certificate of occupancy, he submitted the required paperwork and secured a CO.
On Monday, the town's building office issued a CO for 26 Borghesi Court, which is owned by Monteiro and his girlfriend Ellen Hughes.
Vilwell began building the house in 2010. Although residents aren't allowed to move into a new house until they obtain a CO, it appeared that Monteiro had been living there for at least a month before the CO was issued.
A house without a CO may be difficult, or impossible, to insure.
In a separate matter, Villwell is being investigated for performing no-bid work through Waterbury's beleaguered lead abatement program and accepting federal grants to work on buildings its principals owned under different names.
Also, Monteiro has been charged with defrauding the United States for his alleged role in helping to conceal the source of donations from roll-you-own tobacco shops to Christopher G. Donovan's congressional campaign.
